College of Calluses

Qualifications: young, male and unemployed. Sounds like a no brainer. Run by the military, focused on building public works or performing public services. Of course, so many of our young men today have been thrown in prisons -- without much work or attention to building skills.

I guess that's the rub. Living in camps and doing physical labor under the thumb of the military carries too much baggage. Too many bad associations.

But really it's a summer youth program organized year round. And for young women and men. Maybe it just needs some rebranding, like Green Corp.
